Hesketh Road Planning Applications

The Council received a planning application 07/01799/FU for three, three bedroom, terraced houses houses in the back gardens facing Hesketh Road. Local residents and Kirkstall councillors objected to the application, which involved the loss of several additional mature trees. Two fine specimens had already been felled, presumably reflecting the numerous diseases that often seem to afflict trees on valuable building plots. We requested that, if Leeds planning officers proposed to approve the application, the matter should be taken to members of the Plans West Panel to decide in public, after a site visit. The application was refused by the Plans (West) Panel on 8th October 2007, but the applicant succesfully appealed to the Planning Inspectorate at Bristol, who allowed the appeal on 16 April 2008.

We made the following points about these proposals:

  • The development is too dense for this restricted site.

  • The section drawings are not clear so it is difficult to judge the height.

  • Loss of mature oak will reduce biodiversity. Replacement trees must be provided.

  • The boundary to 20 / 22 Morris Lane is very close and very steep.

  • The new block seems to tower over the back of the old house.

  • The car parking spaces facing into Hesketh Road could be very ugly.

  • It is not clear how the underground garage can be safely constructed and used.

  • The developer should make up Morris Mount to an adoptable standard.

  • Wooden (rather that uPVC) windows are needed to match existing buildings.

  • The conditions must include a comprehensive and effective landscape scheme.
